Err...yes.
See, there are a lot of suggestions from my peers of which characters should get the Mask (a lot of them are still waiting to be heard out). So why not cover ground by killing two birds with one stone ... except in this case it's, well, you get the idea.

Reporter Akari Tsukumo struts her stuff and could easily put the likes of April O'Neil and Peggy Brandt to shame with the danger she risks protecting her brother and dealing with the incidents of the Number Hunters. With the Mask in her possession, I only wonder how pimped out her motorcycle will be.

[Amazon/女戦士] Pandora is often seen as a ball of vapor, according to the events of the game this is due to her losing her body way before the events of well...even the original Famicom Hikari Shinwa: Palutena no Kagami (or NES Kid Icarus). A certain event in the game allows her to return to her original body, but even her "peers" still think of her as a ball of vapor. Her Mask form seems to reflect that well, with her flaming hair, demonic eyes and fangs... Poor Pandie can't catch a beauty break can she?

Notes/Misc Stuff
-Red Oni/Blue Oni: ~Jesphox11 pointed this out as a possible theme to the picture, though it was unintentional. Still pointing this out for good show
-Coincidence of Character/Changing Things Up: One of the design sketches was to have the Mask COMPLETELY envelop Amazon Pandora's head much like the Comic Book version of The Mask. When shown one of the sketches ~MaskedWander pointed out the "bald" Masked Pandora resembled Star Wars' Asajji Ventress. This is odd considering Nika Futterman voices both characters.
By this point, the variation with the hair was already picked due to recognition. Shoxxe did do an interesting variation of the Big Head/"bald" style though...

Besides, Fake Palutena looks more like something out of Sweet Home than The Mask.
